Blue coloured sheet and different colourful pens. 

For Lord krishna, Blue sparkling pen is used and his jewellery is done with creamy white pen.
Now, Maa Yashoda's face is painted with watercolour and her jewellery is done with different sparkling pens and creamy white pen.
I have painted the sky with the blue marker and the moon and stars are done white the same creamy white pen.
The outer flower is done with sketch pens (navy blue, sky blue, red and orange). Now the leaves are done with creamy white pen.

Baby oil technique

TIP1. Different papers will produce different results when using colored pencils. A smooth paper will result in smooth color while a rougher surface will show lots of texture.

TIP2. You can also layer and blend different colors on top of each other.

TIP3.  If you are adding color to a drawing, make sure your drawing is permanent. Water soluble (or non-permanent ) pens will bleed with the baby oil technique. I use Micron pens for most of my line drawings because they are permanent.

Using a cotton swab or a blending stump, dip into baby oil and blot on a paper towel. The trick is to make sure you don't have too much oil on your swab. 

Next, lightly rub the oil into the color.

Miniature paintings are colorful handmade paintings very small in size. One of the outstanding features of these paintings is the intricate brushwork which contributes to their unique identity. Acrylics are water-based, quick-drying, not reliant on any toxic solvents and can be applied to a wide range of surfaces. When dry, acrylics are light, fast and permanent, and the surface becomes strong and flexible. Acrylics clean up with simple soap and water.

Stippling is the creation of a pattern simulating varying degrees of solidity or shading by using small dots. Such a pattern may occur in nature and these effects are frequently emulated by artists.

Fine point pen. Artists who rely on pens for stippling try to look for one with a .03 to .005 inch nib, which is a very fine tip. These pens are reliable and won't bleed too much ink onto the page, letting you create stippling that is precise, crisp, and exact.

In this illustration .005 inch nib is used.

In a drawing or painting, the dots are made of pigment of a single colour, applied with a pen or brush; the denser the dots, the darker the apparent shade—or lighter, if the pigment is lighter than the surface.

Stippling involves placing individual dots across a surface in a pattern that will be identifiable, especially when viewed from a distance; the further you are, the more your mind is forced to fill in the gaps on its own.

Stippling is used in this illustration to create an impression.
